We are facing cuts of up to 20% per year capital spending on infrastructure, taking us back to pre-PFI days, and yet we have some big issues ahead of us. Alongside, pressure on existing infrastructure, we must also tackle crossrail, energy supply, climate change, high speed rail, the next stage of broadband. On what basis should we take infrastructure decisions and how should we balance short term savings against long term needs? We need to get infrastructure right if we are to support UK growth while balancing the books. So, what are our financing options: from taxation to bonds, how should we fund our infrastructure to maintain competitiveness and resilience?
