Very stimulating - I see possibilities on how this could contribute to a key facet of the current local governance experiment here in Auckland. We're about to create local boards - a species of local governance body that will stand or fall on the extent to which individual ratepayers and service consumers can see and judge the value they receive in exchange for the local taxes and time they have contributed. If I understand the concept, it seems health service consumers - for example - might soon be looking forward to a a personalised statement or balance sheet at year end.

A budget for cuts but is it a budget for reform?
This is a tough budget. It adds another £40bn to the already stringent consolidation planned by Labour.  We won’t know its full impact for some time to come. The real test will be what happens to the economy and to jobs.  If growth continues and gathers pace next year, then the Government will feel vindicated, ... more »
